v8_context_snapshot_generator causing intermittent compile failures on Windows |

Please both add better logging and diagnose and fix the reason for the flakiness. Thanks.

I guess issue 757962 is a root for this, but not sure. Trying to reproduce it.

issue 757962 was fixed. I'll continue to try reproducing this locally, but let me check if this happens again on trybots.
