What steps will reproduce the problem?
1.Opening Google Chrome FAIL
2.Opening any website FAIL

What is the expected result?

What happens instead of that?

Reporter@ Could you please provide your chrome://version details? Please follow the below steps to troubleshoot this issue.

1. Disable the Experimental QUIC Protocol: Type chrome://flags/#enable-quic in the address bar and hit Enter > Disable it > Restart Chrome.
2. Create a new profile under chrome://settings with no apps or extensions in your browser
3. If issue still persists please try checking the same on chrome latest canary and kindly update this bug with latest behavior.

@sh00tn...: Could you provide the information requested in c#1?  Also, could you capture a net log reproducing the problem?  (See http://dev.chromium.org/for-testers/providing-network-details).  Without your assistance we won't be able to make any progress on this bug and we'll have to close it.
