clip-path of parent does not work when transitioning border-radius 50% children

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.101 Safari/537.36

Steps to reproduce the problem:
1. Hover on the circle.

What is the expected behavior?
The transition should be smooth.

What went wrong?
The transition is weird and glitchy.

Did this work before? No 

Does this work in other browsers? N/A

Firefox does not seem to support for clipping a transitioning element.

Able to reproduce the issue on Windows 7, Ubuntu 14.04 and Mac 10.12.6 using chrome stable version #62.0.3197.0 and latest canary #60.0.3112.113.
