Auto opening PDF files after multiple download needs synchronization

Issue description
ENVIRONMENT and STATS
For syncing clients:
From chrome:chrome 59.0.3071.125,
Android 5.1.1;A05510 Build/LMY49J
From about:
REPRO STEPS:
I can reproduce this issue with an example
1.Open the below given link

2.you can see different download links of some PDF s.Click on all the "download here" links.
3.Now the downloading will start.
4.you can see that each one will automatically open according to the order in which they finish their downloading.(here is the problem)
5.Consider the situation,your first one is finished downloading. Then it will open the PDF automatically. While you read through the PDF the second one will get complete downloading and it will also open it automatically by switching to new PDF content.This is the problem.By this one can read only the last downloaded PDF .

EXPECTED RESULTS
Auto viewing documents after download is a good option.but once it is opened,only after exiting from that view next one should be viewed or showed for user.ie,the downloaded documents should be queued for auto viewing

The Internals>Plugins>PDF component is not applicable since Chrome on Android doesn't use the Chrome PDF Viewer. It uses a system PDF viewer instead.

Is the problem that, while viewing a downloaded pdf, other downloads open on top of it as they finish? +dahlke for some PM advice. We might want to not auto-open if Chrome is in the background (which would be the case if the system PDF viewer was in use).

+laforge as FYI since he was looking at some PDF behaviors. dtrainor@, not auto opening if Chrome is in the background would indeed solve this use case. The only downside is that someone switches to another app while waiting for the download to finish and expects it to open when it is done. However, with the download notification, it should be trivial for the user to open it themselves, so I see little downside of that option. I'm in favor.
