Memory Dump Provder should be added for SurfaceFlinger allocations

Issue description

We currently don't have good insight into the allocations made on Chrome's behalf in SurfaceFlinger. Not sure if this info is queryable, but it would be nice to dump this
allocation size under Browser/GPU in memory dumps.
