MouseEvents and Selects broken for Wacom tablet after blurring then focusing Chrome

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.113 Safari/537.36 Steps to reproduce the problem: 1. Visit a website that listens for `mousemove` MouseEvents or has select menus. (like this bug reporting wizard) 2. Click outside of Chrome to blur it. 3. Click back into Chrome to focus it. 4. Try to click a select menu or trigger a mousemove event. Here's a video reproducing the bug: https://twitter.com/destroytoday/status/901159048426516483 What is the expected behavior? The select menu should open and mousemove events should trigger. What went wrong? The select menu doesn't open using the mouse (can still open it with the space bar). mousemove events aren't triggered. (Also, click/mousedown events on non-<a> elements don't trigger either) Did this work before? Yes 57, I think Chrome version: 60.0.3112.113 Channel: stable OS Version: OS X 10.11.6 Flash Version: Refreshing the page fixes the issue, but as soon as you blur/refocus Chrome, it reappears.
