When in insufficient disk space and pin a file from Google drive, warning message displayed is misleading.

Issue description

ChromeOS 9765.39.0/ Chrome 61.0.3163.62 beta build.

Tested on caroline device.

Steps To Reproduce:
1. Open File.app
2. Try to fill the available space in Downloads folder (insufficient space scenario).
3. Goto Google drive and try to pin a file that is greater than the available space.

Expected Result:
Appropriate warning message saying there is not enough disk space.

Actual Result:
But I can see message "Google Drive was unable to sync.... Google drive will try again later."

The actual warning message is a misleading info to the user, as to why pinning file got failed.
