During various rare edge cases, it would be very useful to have the CQ compile Chrome and upload binary prebuilts. However, we can't afford the performance hit that comes from doing this on a regular basis.
Or old solution is to fail CQ builds that don't have prebuilts. I suggest that we enable compilation, but trigger alerts for Sheriffs and Deputies, so they can resolve problems if they are unexpected.
This makes the CQ more robust, at the cost of a large performance hit when things are out of whack.
I think the previous decision was correct, but the cost of compiling Chrome is lower than it used to be (Goma), and we now have a much better alert system than the tree turning red.
