Mismatch in results vs legacy-results percentage values.

Issue description

When outputting percent values, the legacy results would output as a row something like

"5.3" as the value and
"percent" as the units

Normally that's been interpreted (at least in the smoothness benchmark) as meaning 5.3%

The new html output, has a row that reports this as

"530%", which is extremely misleading since the smoothness benchmark already multiplied the values by 100 before reporting them.

To be fair, other percentage values seem to be correct, so perhaps the fix is to stop premultiplying the values by 100 before reporting. Does that sound reasonable?
