[AutoTest] Updated enterprise_CFM_USBPeripheralRebootStress.py

The test became flaky when time.sleep() value is 1  as we are
not giving enough time for Hangouts App to detect the plugged
in USB peripheral. Hence increasing the time to 3 seconds
which allows app to detect plugged in camera/USB peripheral.
