cheets_PlayStoreTest in the bvt-arc suite is failing on multiple
platforms, including these CQ platforms:
    quawks caroline bob veyron_minnie cyan hana auron_yuna

The failures are present in the CQ, in the Chrome PFQ, in the
Android PFQ and in the most recent canary.  I've no idea where
the bug came from, but it was present in the tree no later
than 8/25 18:25.
