Confusing profile shortcut creation when "Create a desktop shortcut for this User" is unchecked at the time of new profile creation isn't honored.

Chrome Version: All Chrome channels
OS: Windows 7 and 10

What steps will reproduce the problem?
(1) Launch Chrome and try to create a new profile from profile icon on top of tab strip 

  Profile icon --> Manage People --> Add Person --> Uncheck "Create a desktop shortcut for this User"

What is the expected result?
When we unchecked the option Chrome profile shortcut shouldn't be created we shouldn't create an additinal Chrome shortcut icon for profile1 since user.

What happens instead?
When we unchecked the option Chrome profile shortcut shouldn't be created(which is honored for profile 2), but we are cresting an new Chrome shortcut icon for Profile1 and existing default Chrome shortcut icon.
