HitTestRegion client construction library

HitTestRegions are sufficiently complicated that there should be client library code that can construct valid HTRs for submission to viz

I'll take this one.  HitTestRegion and HitTestRegionList are both structs with 4 members - so it would be nice if we could use mojom generated code without an additional class.  I would like to spend some time exploring alternative constructions to meet Rob and Fady's goals using the existing or augmented mojom generated code.  Make sense?
