android autofill dialog doesn't go away when navigating away

Issue description

running chrome m60 on android o, see  issue 758985  for sample steps how to get the prompt to show up. Once it shows up, navigate to chrome://version

expected result:
dialog is dismissed, because it no longer makes sense

actual result:
stays around (see attachment)

Tested the issue using #62.0.3193.3 #61.0.3163.60 #60.0.3112.107 on Android 8 (o) Nexus 6P HUAWEI and was unable to reproduce the issue as per the steps mentioned in comment #0. Observed the Save password permission bubble is going away when navigating to some other pages.

The fix in r507725 is a hint to Android framework, if the SAVE UI still show up, we probably should call AutofillManager.cancel(), just before the http login dialog is dismissed.

RE#7, Yes, WebView uses android autofill, but this isn't related to WebView, Android Framework detects activity view structure automatically, there is no way to completely disable it for an app.

Marking as Available for the pending addition of AutofillManager.cancel().
Calling cancel() prevents showing the Save UI by cancelling the autofill context, but it doesn't dismiss the Save UI if it's already showing.
