Drive tab of Chrome OS Files app out of sync with Drive

Issue description

Chrome Version       : 60.0.3112.80
OS Version: 9592.71.0

The files in the Chrome OS Files app under Google Drive > My Drive are out of sync with the corresponding files and folders in the actual Google Drive. Specifically, the Files app:

- may still show deleted files
- may not show new files
- an error is shown (eg “Can’t load photo” toast in Google+) when the Files app is used as a file upload dialog to pick a file, such as a photo in a context where a photo upload is expected (eg attaching a photo to a Google+ post)

The issue has been occurring for at least a year. Powerwashing and resetting the browser doesn’t help. Clicking Local metadata > Clear local data in chrome://drive-internals/ sometimes fixes the issue for a few days, then it occurs again.

I have an i3 ASUS Chromebox with 4 GB of RAM and Chrome OS Stable (no dev mode), 60.0.3112.80 as of this writing, with a 100Mdown/20Mup fiber Internet connection. My Google account is a personal one, not a G Suite account.
