Open "Recent" by default on launching Files app

Currently, when launching Files app, Downloads directory is opened by default.

Consider opening Recent by default.

One arguable point is whether we should do this only when Files app is launched as a modal dialog (e.g. "open file").

In the file picker (modal dialog) we should default to "Recent". 

Weifang and I discussed the default view for Files app last week. Our recommendation is to keep the default view for Files app to Downloads for now and see how "Recent" is used before changing it.

I filed separate issue (issue 760407) about making Recent as default in file picker.
