Regression: Unwanted scrollbar is seen in app info overlay of new app launcher.

Chrome Version:62.0.3195.0/9876.0.0 dev-channel Kip,Minnie,Daisy
OS: Chrome OS

Pre-condition: Enable 'App Launcher sync' flag in chrome://flags

What steps will reproduce the problem?
(1)Sign in to chrome or Browse as guest >> Open App launcher 
(2)Two finger tap on Google calendar app for context menu and click on app info
(3)Now observe unwanted scrollbar in app info overlay for Google calendar app

Expected: No such unwanted scrollbar should be seen in app info overlay for Google calendar app
Actual: Instead unwanted scrollbar is seen.

This is regression issue as no such scrollbar is seen in old app launcher ui.

Able to reproduce the issue on 67.0.3396.12/10575.8.0 dev channel Daisy. 

Repro Steps:
Sign into user >> In App launcher >> Open 'App info' of apps like Good News/little alchemy/Spider solitaire..and observe unwanted scrollbar while scrolling.

Issue is also seen for other apps like Good News app,little alchemy,Spider solitaire..
