Regression: Unnecessary scrolling of All apps page is seen when app info overlay is active in new app launcher.

Issue description

Chrome Version:62.0.3195.0/9876.0.0 dev-channel Kip,Minnie,Daisy
OS: Chrome OS

Pre-condition: Enable 'App Launcher sync' flag in chrome://flags

What steps will reproduce the problem?
(1)Sign in to chrome or Browse as guest >> Open App launcher 
(2)Two finger tap on any app for context menu and click on app info
(3)Now observe by scrolling up and down

Expected: No such unnecessary scrolling of All apps page should be seen when app info overlay is active.
Actual: Instead, unnecessary scrolling of All apps page is seen.(Please refer video)

This is regression issue as same is working fine in old app launcher.

Currently, opening any app-info box will close the launcher.
