What steps will reproduce the problem?
(1) Set downloads directory choice to ask every time.
(2) Start to download a large file after choosing a directory other than default (user profile > Downloads) to save the file.
(3) Break the download/crash before the download completes so that we can resume it.
(4) Restart Chrome and resume the download.

When the download finishes notice that it was saved to the default download directory instead of one that the user chose. 

The target and similar info already stored for the download should be used when resuming it.
