ARC++ apps do not switch displays with Alt+F4 shortcut

What steps will reproduce the problem?
1. Connect device to external monitor
2. Open some browser windows and few ARC++ apps on the device as well as external monitor.
3. Press Alt+F4

What is the expected result?
All windows on Primary/Extended displays are swapped.

What happens instead?
Only Chrome windows are swapped. ARC++ apps are not swapped.

Still reproducible on 9765.72.0, 61.0.3163.108

Switch displays from chrome://settings/display. ARC++ apps are not swapped
