desktop-pwas: Shift + click and "Open in new window" should not open a new App window (except for Desktop PWAs)

Issue description

In regular websites, Shift + Click or "Open in new window" should not result in a new App window.

In an App window, Shift + Click should open a new App Window. (There is no Open in new window, but there is "Open in new [App name] window" which should behave the same as Shift + Click.)

Should not be an issue with link capturing turned off. Removing milestone.
