setPointerCapture doesn't redirect mouseup if right click before releasing outside of iframe.

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.3; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.101 Safari/537.36

Steps to reproduce the problem:

1. Click the slider button and hold left mouse down.
2. Still holding the left mouse down, right click.
3. Release the left mouse button.
4. Click outside the frame.

Also
1. Click the slider button and hold left mouse down.
2. Drag mouse outside the frame
3. Still holding the left mouse, right click
4. Release left mouse button

What is the expected behavior?
Mouseup should be sent to the button via capture regardless of whether the right mouse button is pressed.

What went wrong?
Mouseup is not sent to the slider button.

This works in IE & Edge.
