chromium.perf.json and chromium.perf.fyi.json will be overhauled with a new way to specify tests to trigger.  

This file will roughly be reduced from ~100K lines to the order of a couple of thousand.  

There will now be one entry per configuration.  See the bottom of this document for a rough idea of what this json will look like:
