Toshiba Chromebook 2 (2014) Experiences Black Screen Upon Update

Reported by mikejone...@gmail.com, Aug 24 2017

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 9592.71.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.80 Safari/537.36
Platform: Toshiba Chromebook 2

Steps to reproduce the problem:
1. Toshiba Chromebook 2 (2014) running on stable channel
2. Change to beta channel (as of Aug 22) or developer channel
3. Restart Chromebook to update, experience black screen with power LED
4. Use USB Recovery Stick to recover to stable channel, which runs fine on the device. Update to either developer channel or beta channel and experience same issue.

What is the expected behavior?
Normal operation with screen viewable

What went wrong?
About a month ago while on developer channel, an update resulted in a black screen after update and restart. On August 22nd while on beta channel, same issue. This bug is easily reproducible by using Toshiba Chromebook 2 and changing to either beta or developer channels.

Did this work before? Yes Beta version prior to August 22nd.

Chrome version: 61.0.3163.51 Channel: beta
OS Version: 9765.31.0

I wonder if the fix for https://bugs.chromium.org/p/chromium/issues/detail?id=755752 will also address this issue.
