Rough steps: 

1) New json file in the isolate that will define what tests each swarming bot should run.  May be able to reuse existing json file

2) New script to replace run_telemetry_benchmark_as_googletest.py in chromium src that is run on the bot.  This script needs to run however many benchmarks it is told to do by the new json file in the isolate
