"CQ Dry Run" button doesn't work correctly on CrOS repos

the "CQ Dry Run" button sets Commit-Queue=1, but for CrOS repos, that isn't a dry-run, that's a normal merge.  CrOS repos expect Trybot-Ready=1 for dry-runs.

There are plans to make the commitqueue plugin much more customizable (or, rather, customizable at all). That will make changes like this relatively trivial.
