(Blink)NotificationService could be frame associated

The BlinkNotificationService used for displaying Web notifications is currently added to the RenderProcessHostImpl registry, while there are cases in which we might be able to connect through the Frame-bound registry.

That would be helpful in being able to appropriately direct permission requests, notably knowing the embedding origin.
