Issue descriptionChrome version : 62.0.3194.0 (Official Build) c14400a94cb4f43e0e9b02e59e93cf5a082c6408-refs/heads/master@{#496533} 32/64 bit OS : Windows(7,8,10), Linux(14.04 LTS), Mac(10.11.6, 10.12.3, 10.12.5) Precondition : Enable 'Site settings with All sites and Site details' flag from chrome://flags. What steps will reproduce the problem? 1. Launch chrome, navigate to chrome://settings/content and click on 'All sites'. 2. Hit F5 key to reload the 'All sites' subpage and click on last site entry (*://mail.google.com/mail/ca*) on the page. 3. Observe. (Note : Need to reload 'All Sites' page after every attempt in order to reproduce the issue consistently) Actual Result : Unable to navigate to the site details page of the last site entry (*://mail.google.com/mail/ca*), on 'All Sites' page. Expected Result : User should be able to navigate to the site details page of the last site entry on 'All Sites' page. This is a regression issue broken in ‘M-62’, below is the manual regression range and will soon update bisect info. Good build : 62.0.3187.0 Bad build : 62.0.3188.0
