the path element rendered by Chrome looks weird

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.101 Safari/537.36

Steps to reproduce the problem:
1. just open the attached files
2.

What is the expected behavior?

What went wrong?
the path element rendered by Chrome looks weird
the path element is larger than in dev tools

The path looks OK with software rasterization.  Assigning to senorblanco@ to investigate.
I can't repro on my Mac, but will try other devices when I get a chance.

Note to self: at a guess, this is related to bad mitering of the outer contour.
This is fixed by the attached patch (WIP).
