Regression: Unnecessary avatar icon shift upwards on opening the NTP.

Issue description

Chrome Version: 60.0.3112.113 (Official Build)95c454326a7a3153e984e50a4719924968490717-refs/branch-heads/3112@{#744} 32/64-bit.
OS: Windows-10

What steps will reproduce the problem?
1. Launch chrome and restore down the browser.
2. Open 3-4 NTP and observe the avatar icon at top rt. corner. (Refer video).

Unnecessary avatar icon slightly shift upwards.
Avatar icon should not shift upwards.

This is a windows-10 specific regression issue, broken in M-60 series, below is manual regression range.

Good build: 60.0.3097.0
Bad build: 60.0.3098.0

Note: This issue is not seen on Windows(7,8,8.1), Mac and Linux OS.

When tried to provide bisect, noticed the error "Unable to find local data files." Requesting ET team to provide the bisect.

Status: WontFix (was: Assigned)
That's expected; the avatar button is shrinking to get out of the way of the new-tab button. We'll keep in mind that it might look strange as we revisit it.
