Regression : Row background doesn't gets cleared in Application section of devtools.

Issue description

Version: 60.0.3112.113 95c454326a7a3153e984e50a4719924968490717-refs/branch-heads/3112@{#744}
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.3)

What steps will reproduce the problem?
1. Launch chrome, navigate to NTP and open devtools.
2. Now go to 'Application' section and expand cookies and click on url.
3. Now make two to three entries in RHS of window and try to delete them using delete selected button above,observe row background after deleting entries
 
Actual: Blue row background doesn't gets cleared after deleting entries
Expected: Blue row background should get cleared after deleting entries

This is regression issue, broken in ‘M 60’ and will soon update other info :
Good build:60.0.3111.0
Bad build: 60.0.3112.0

Able to reproduce the issue and below are the bisect details obtained using per-revision bisect:

You are probably looking for a change made after 474844 (known good), but no later than 474845 (first known bad).

The script might not always return single CL as suspect as some perf builds might get missing due to failure.

This is working as intended. It is a highlight for an empty row for adding cookies.
