Regression : Focus issue is seen in performance section of devtools.

OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.3)

What steps will reproduce the problem?
1. Launch chrome, navigate to NTP and open devtools.
2. Now go to 'Performance' section and bring grey focus highlight on record button and press 'Space bar' key to record some activity.
3. Now again bring reverse focus on record button by pressing 'Shift + Tab' key and press 'Space bar' key to stop recording and then press 'Tab' key,observe focus travel
 
Actual: Focus doesn't travel to next option
Expected: Focus should travel to next option

This is regression issue, broken in ‘M 61’ and will soon update other info :

You are probably looking for a change made after 479252 (known good), but no later than 479253 (first known bad).

Note :Able to reproduce the issue in Win 10.0,Ubuntu 14.04 & Mac 10.126 and able to reproduce in latest Canary #62.0.3194.0
