[Security issue] Chrome allows printing secured PDF.

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.101 Safari/537.36

Steps to reproduce the problem:
1. Download a secured PDF (This PDF should not be allowed to be modifyed or printed)
2. Try to print this PDF in Chrome (it works)

What is the expected behavior?
Printing button should be disabled because its a secured PDF. This is a security issue.

What went wrong?
The user is able to print secured PDF when it's opened in Google Chrome. When opening the document in Adobe, printing button is disabled.

The "Rights management" features in Adobe Acrobat are not implemented by most PDF reading clients, including Google Chrome.
