Online Offline API don't work

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.101 Safari/537.36

Steps to reproduce the problem:
1. Add window.addEventListener('offline', fn);
2. disconnect from WiFi

What is the expected behavior?
The event is fired

What went wrong?
The event is not fired and navigator.onLine return true.

Did this work before? N/A 

Does this work in other browsers? N/A

Chrome version: 60.0.3112.101  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version:

Hmm, it's possible that your machine has another device that makes Chrome think that it's online, like a virtual machine tunnel device. Can you run 'ipconfig' from a command prompt and paste the results here? Feel free to replace any of the IP or MAC numbers with fake numbers, I'm just looking to see if there are any devices that would make Chrome think that it's online.

It work when I've uninstalled VirtualBox

Perfect, thanks for doing that. So we just need to add the device's name to the list of ignored devices. I'll take care of that.
