Non-Regression: Drag pointer should not be seen when trying to drag chrome Icon on welcome page

Issue description

Chrome Version: 60.0.3112.113 
OS:Ubuntu 14.04

What steps will reproduce the problem?
(1)Launch chrome>> Navigate to chrome://welcome/?variant=everywhere
(2)Hold and drag chrome Icon and observe pointer

Expected 
Drag pointer should not be seen as the icon is not draggable

Actual
Drag pointer is seen

This is a Non-Regression issue seen from M-56, from introduction of above mentioned link

Note: Issue is not reproducible on Windows

Able to reproduce the issue on Ubuntu 14.04 using chrome version #60.0.3112.113.
Issue is not seen on OS-mac.
