OS: Win (7,8,10), Linux(14.04 LTS), Mac(10.12.3, 10.11.6)

Steps to reproduce:
1.Launch chrome, go to chrome://welcome page, select all the contents of the page with mouse and give print command.
2.On print preview overlay, tick all the checkbox for Options
3.Observe.

Actual Result: Unwanted outline for Sign-In button is seen on print preview.
Expected Result: Unwanted outline for Sign-In button should not be seen on print preview.

This is Regression Issue broken in M-61 and will soon provide other bisect info.
