navigator.connection not in sync with network throttle

Steps to reproduce the problem:

What went wrong?
effectiveType is not in sync with network throttle.

Does this work in other browsers? N/A

Chrome version: 60.0.3112.101  Channel: stable
OS Version: OS X 10.12.5

Able to reproduce this issue on Mac OS 10.12.6 using chrome latest stable #60.0.3112.101 by following steps mentioned below.

1. Opened NTP and pressed F12 for dev tools
2. Clicked on Network tab--> Down arrow of No throttling--> Slow 3G
3. Clicked on console and typed navigator.connection and pressed enter
4. Observed Network information displayed saying effectiveType as "4g"

navigator.connection is not observed on other OS platforms like Windows and Linux and in older version of chrome M-50 of Mac. Requesting some one from Network team to look in to it.
