Alt-Shift-i does not bring up feedback tool with Android app in foreground

Issue description

Chrome Version: 62.0.3193.0 (Official Build) dev (64-bit)
OS: Chrome OS 9869.0.0 (Official Build) dev-channel samus

What steps will reproduce the problem?
(1) Open Android app.
(2) Press Alt-Shift-i.

What is the expected result?
Feedback report UI should be shown.

What happens instead?
Nothing happens.

reillyg@ - This might be fixed in the latest update as I'm unable to reproduce on 62.0.3199.0/9889.0.0. Can you update and advise if you are still seeing the issue?
62.0.3193.0 is still the latest dev channel release. I will update this bug when my system is updated 62.0.3199.0 or later.
Confirmed that this is still an issue in 62.0.3198.0.

Hmm... I am on the same version/channel/device and unable to reproduce. Is there a specific app that you are seeing this behavior with?

+afakhry@ - FYI - Any suggestions on how we may be able to identify the issue?
 Not sure if filing feedback, after attempting to file feedback where an Android app is open would provide any useful logs?

I first saw this with Google Play Services but have been reproducing this with the Play Store app. If you'd like I can bring by my device and show you the reproduction in person.

I think this is a known issue. See b/64472529, and issue 754547. +yhanada and +xiaohui please correct me if it's not the same issue.

That's right. Now all key shortcuts are sent to an Android app once and if the app consumes the key shortcuts, Chrome doesn't interpret that key shortcuts.
However there is many Android apps that capture unused key shortcuts unnecessarily.

I'm going to make Chrome not send some important shortcuts to an Android app. Please see b/64472529 as mentioned by afakhry@.
