Chromebook can't work with usb tablet (abs input mode)

Issue description

From the code, it seems currently we never pair external touch input
with internal screen. 

Then that means if user plug in some usb tablet (abs input mode), the tablet won't work.

Always associate single touchpad to single display

The current code doesn't associate external touchpad
with internal display. It seems it's a overkill if
there is only one touchpad and one display.
