What steps will reproduce the problem?
(1) Set up two profiles using the person switcher in top right
(2) Open Chrome on first workspace
(3) Click the profile switcher and open the other profile
(4) Move to a new window manager workspace
(5) Open Chrome
(6) Click the profile switcher and click the other profile

What is the expected result?

It opens a new blank window in the current workspace for the selected profile.

What happens instead?

It switches to the already open window on the other workspace.
