Add logging to the metrics flushing process (from chromite.lib.ts_mon_config)

We're seeing the metrics flushing process die (not a crash - exit code 0), but have no visibility into why.

Add logging so we can tell what's going on.

Status: WontFix (was: Assigned)
the error flush was because the shards weren't added to puppet/facterlib/server_type.rb, so puppet didn't install necessary packages on the shards, therefore importing packages failures caused the ts_mon configuration.
