Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.101 Safari/537.36 Steps to reproduce the problem: Create basic MediaRecorder flow passing options. Check demo: https://codepen.io/nuthinking/pen/1efe12a69fc04939b25e1d08636ba17b?editors=0011 What is the expected behavior? I can set the bitsPerSecond of the recorded video so that I can control the quality. What went wrong? The compression quality is fixed and sometimes not sufficient to my needs. Did this work before? N/A Does this work in other browsers? N/A Chrome version: 60.0.3112.101 Channel: stable OS Version: OS X 10.11.6 Flash Version: Demo: https://codepen.io/nuthinking/pen/1efe12a69fc04939b25e1d08636ba17b?editors=0011

File size of the video is always roughly 200KB.

Looks like with 200kb I reached the maximum file size for such animation (considering its simplicity). Annoying I get quality issues on my much more complex project.
