MediaRecorder ignores bitsPerSecond options

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.101 Safari/537.36

Steps to reproduce the problem:
Create basic MediaRecorder flow passing options.

What is the expected behavior?
I can set the bitsPerSecond of the recorded video so that I can control the quality.

What went wrong?
The compression quality is fixed and sometimes not sufficient to my needs.

File size of the video is always roughly 200KB.

Looks like with 200kb I reached the maximum file size for such animation (considering its simplicity). Annoying I get quality issues on my much more complex project.
This bug seems to be invalid. Happy to be closed.
