[iOS] SigninPromoView layout should be simplier

-[BookmarkSigninPromoCell layoutSubviews] is not required. This can be replaced by a layout constraints to have the text with the right width.

Status: WontFix (was: Started)

Won't fix. It is better to leave the behavior the way it is since it can't be applied to settings view too.
