Facebook doesn't load in Chrome, incognito works

Issue description

Chrome Version       : 60.0.3112.90
URLs (if applicable) : Facebook.com
Other browsers tested:
  Add OK or FAIL, along with the version, after other browsers where you
have tested this issue:
     Safari: OK
    Firefox: OK
         IE: N/A

What steps will reproduce the problem?
(1) Visit facebook.com
(2) Site won't load. ERR_Failed: This site can't be reached
(3) Seems to only be affecting users in the UK and surrounding areas.

What is the expected result?
Facebook.com should load.

What happens instead?
Facebook doesn't load.

Please provide any additional information below. Attach a screenshot if
possible.

A majority of these reports seem to be coming from the UK/EU. Wasn't able to reproduce from the United States using Chrome. Asked a coworker in Dublin, Ireland and was able to reproduce. Going into incognito mode will load Facebook and after clearing cache and cookies Facebook will also load in regular mode. Another coworker in Dublin cannot reproduce the issue. Seems to only be affecting desktop users right now.

Does it repro on live M61 Beta #61.0.3163.49? 

Adding "M-61" for tracking purpose.
I think that explains why this is working in Incognito and doesn't on normal window.

Yeah, I saw this earlier (from the fortune.com article):

"A Facebook spokesperson indicated the incident was caused by a Javascript code change, which the company quickly identified and reverted.
"Earlier today some people may have had trouble accessing Facebook on the desktop version of Chrome for a short period of time. We’re back to 100 percent for everyone, and we’re sorry for any inconvenience," the spokesperson said."

This indicates there was an issue on their end.  However, this is worrisome: 

"It did not seem like an outright outage, as it remained possible to access the site through certain browsers, such as Opera or Microsoft's Edge."

Would be good to confirm what the issue / fix was.

I think we can close this as fixed given we haven't heard of further issues and FB publicly stated it was due to bad JS code.
