Regression:No focus highlight is seen on checkboxes of 'Google Play Terms of Service' page

Chrome Version:62.0.3193.0/9869.0.0 dev-channel Minnie,Jerry
OS:Chrome OS

What steps will reproduce the problem?
(1)Sign into user -> Launch chrome, Open Play store 
(2)In 'Google Play Terms of Service' page ,Press tab until focus reaches on check-boxes and Observe(kindly refer video)

Actual:No focus highlight is seen, when focus is on checkbox
Expected:Instead,Focus should be seen

This is a Regression issue as same is working fine in 61.0.3147.0/9709.0.0 dev channel Minnie

Note: Issue is not applicable to Linux,Windows OS

The patch contains highlight for paper-checkbox is in after ChromeOS 9871.0.0 for M62.

Let me know if it still does not work after you update to latest version.
