Non-Regression : Unnecessarily 'Back' button is seen enabled without entering any email id in sign-in Page

Issue description

Chrome Version: 62.0.3193.0/9869.0.0 dev-channel Daisy,Kip and Minnie
OS: Chrome

What steps will reproduce the problem?
(1)Recover build -> Connect to Wi-Fi network -> click on 'Accept and continue' button in EULA screen
(2)Sign-in screen is seen -> observe 'Back' button is seen enabled(even without entering any email id) and on clicking on 'Back' button nothing happens (Please refer Video and screenshot)

Expected: 'Back' button should be disabled and it should get enabled only when any Email Id is entered 
Actual: Instead 'Back' button is seen enabled

This is Non-Regression issue as New Sign-in UI is introduced from 61.0.3147.0

This is actually not a duplicate.

I see that "Back" button is working as expected. It brings you back to the sign-in screen, doesn't it?

On clicking 'Back' button it refreshes the page i.e. same screen is seen
if we enter any email id and on clicking 'Back' button it navigates to Sign-in screen with empty email id. So Unnecessarily 'Back' button is seen enabled in sign-in Page(where there is no email id entered)

We need this for the case where GAIA UI needs reload. WAI.
