Regression: Cast is missing in guest mode

Chrome Version:62.0.3194.0
OS:Ubuntu 14.04

What steps will reproduce the problem?
(1)Launch chrome and navigate to guest mode

Expected:Cast should be seen
Actual: Instead, it's not seen 

This is a Regression issue broken in M-62
