Regression:'Show large mouse cursor' sliderbar is seen chopped

Chrome Version:62.0.3193.0/9869.0.0 dev-channel Daisy,Kip,Minnie
OS:Chrome OS

What steps will reproduce the problem?
(1)Sign into user ->Launch chrome and navigate to chrome://settings/manageAccessibility
(2)Near'Mouse and touchpad' section ->click the toggle button of 'Show large mouse cursor'and Observe

Actual: SliderBar is seen chopped at edges
Expected:Instead, it shouldn't get chopped

This is a Regression issue as same is working fine in 62.0.3186.0/9845.0.0 dev channel daisy

Note:
1.Alignment issue is also seen in the page
2.Issue is not seen in Linux,Windows OS

[MD settings] fix chrome os a11y settings layout

This CL fixes some control alignment (that I previously broke in CL 619757).
No functionality changes, only UI layout.
