Currently, pool:cq has only 5 out of 8 DUTs for board:whirlwind working.
It is not clear which pool should be considered spare to balance DUTs from (and the auto-balancer doesn't balance, I presume because of that):

This isn't affecting the CQ yet, but may soon, given that we've lost 3 DUTs.
