We need to add metrics or profiling code to measure download service initialization cost. 

Start up cost may include:

1. Start up time to load the leveldb.

2. Start up time to load content/download, which is backed by a sql db and some start up logic.

3. Memory footprint on download service. (Needs to figure out memory profiling, maybe base/trace_event?)
